Increase minimal versions of pyYAML and Jinja due to security vulnerabilities

Dependencies pyYAML and Jinja have several known security vulnerabilities. Most of them are fixed in recent versions. Increase the minimal versions of dependencies in requirements.txt to minimize the number of vulnerabilities.
