Resolve "Implement CIF"

• refactor the whole containers.py file and matching systems around it
• add Image model and refactor Service relationships and related models to accommodate it
• refactor some aspects of infrastructure-building process
• implement docker image creation through Cif and internal Image management through Dr-emu DB
• add API endpoints for Images
