add Terms of Service page

This MR introduces Terms of Service page, which lists all applicable terms and rules. @cloud am I missing any document here?

Don't know if it is necessary but usually websites and services also use that magical phrase "By using our services you accept User Conditions", so should it be here too ? just proposition

Technically they agree at least with some of the terms when applying for a metacentrum account, but it still might be a good idea.

In general it is ok form my side.
