fix: specify project domain in pipeline, block source VM start before ehpemeral disk is migrated

Prevent the ceph-volume migration function to start the VM if there are
ehpemeral disks as well.

The domain is used to pick appropriate SRC and DST RC_FILE.
RC_FILEs are defined in repo variables for each domain-specific migrator
user.
