Enable Centos8 and custom dev builds

This MR:

  • adds support for building images with development content
  • builds master, Centos 8 Train and Dev Train with OVS 2.13 and OVN 20.03
  • fixes overrides for Centos 8 builds
  • fixes empty build from source
  • fixes paths to train patches
