Add security warning to Create Key Pair section of OpenStack docs

Switch tab order and add additional note / warning to guide the user
towards using the more secure way of key pair creation.

Enhance the CLI method:
- Add prerequisites note.
- Make `ssh-keygen` command example more specific.
