FIP changed, based on https://rt.cesnet.cz/rt/Ticket/Display.html?id=1244700 to motivate users to use 147-251-115-pers-proj-net network with public-muni-147-251-115-PERSONAL pool instead of 78-128-250-pers-proj-net.
