New publication_fairshare script

  • using not only users but also groups (perun resources)
  • using new attribute fairshareGroupName
  • users can be in groups or not
  • duplicits of same users or groups are not allowed, die if happens
  • UID of users and groups must be unique number, but can be dynamic
  • users under groups have always weight 1
  • group has weight of all members * 1 + all weights of unique publications
