Remove old quotas attributes from all services where have been used

  • we don't want to use old quota attributes any more (all facilities with affected services are using new quota attributes now) so we can remove them from these services
  • this commit affects these attributes:
  • resource:def:defaultDataQuota|Limit
  • resource:def:defaultFileQuota|Limit
  • member_resource:def:dataQuota|Limit
  • member_resource:def:fileQuota|Limit
  • protocol version don't need to be increased, because all affected services are working with this change without noticing on the slave part
