refactor(admin): users list component pagination support

Description

refactor(admin): users list component pagination support

• replaced old paginating with the dynamic version
• it now supports both server/client paginating
• the component always receives data rather than fetches it itself (parent does that)
• refactored functions that were broken/unusable

How to test

Test on:

• /admin/users
• /facilities/4050/allowed-users
• /facilities/4050/settings/bans Add ban table
