fix(admin): fix error notification when group form not exists

• Group form page no longer shows a notification of the FormNotExists error
• No reason to cache data if the form does not exist
• Associated cache bugs need to be fixed in a separate task as well

See if the error pops up in a group without an application form, for example here

Other information

The cache component is buggy and causes duplication of the subscribe block (as touched on here). This will need to be fixed separately
