fix: avoid unnecessary session expiration when step up is NOT available

• When step_up_available property is set to false and any MFA exception is thrown, just the error notification should pop up and the GUI should work further without session expiration error.

How to test

Try to change the name of this group (http://localhost:4200/organizations/3983/groups/14057) with the step_up_available property set to false. It should just show the notification.
