feat(core): suspend persistent

• edit suspend methods to persist through restart
• this means new configurations property in the database
• added the methods through layers to openapi
• tasks related methods now have additional parameter which is optional in the RPC, should be backwards compatible

How to test

Testing the group synchronization part is quite easy, since there's constantly some group synchronizations going on on devel, so just suspend it and observe logs.

Testing the propagations requires them to be running in the first place, good guide for this is here, then suspend them and observe the logs (tasks should remain waiting + a message about suspension is logged as well iirc)
