feat: remove satosa from user_manager

Description

Removing acquiring services data from satosa db for logout based on user_id or session_id.

How to test

Upload 'user_manager.py' to id-test and initiate logout (e.g. at aai playground at oidc.muni) and log return values for these functions.

Additionally, new should be created to remove satosa db from logout config (getting services config). But this change requires further consultation.
