feat: ensureVoMember can now get facility by clientId in RequseterID and does callback

Description

EnsureVoMember now finds facility by clientId stored in saml:RequesterId prefixed with urn:cesnet:proxyidp:client_id:. If clientId is not found, it will fall back to finding facility by entityId. Added callback back to the proxy.

How to test

• add 147.251.6.224 login.aai.lifescience-ri.eu to /etc/hosts
• if you are member of bbmri VO, remove yourself
• test on service: https://uptime.aai.lifescience-ri.eu/aup-manager/
