Refactor SimpleSAML_Utilities::isWindowsOS() to SimpleSAML_Utilities::getOS().... 

Refactor SimpleSAML_Utilities::isWindowsOS() to SimpleSAML_Utilities::getOS(). Reimplemented to support most operating systems.

Schedule SimpleSAML_Utilities::isWindowsOS() for removal.
