This function returns the absolute URL to the base of the simpleSAMLphp
installation, and should be used instead of:

SimpleSAML_Utilities::selfURLhost() . '/' . $config->getBaseURL()

Restructured frontpage. Moved auth sourc test into core. Improved the portal module (started using it on the frontpage). frontpage hook is adjusted to fit new frontpage structure, and links updated.

This code would create a loop in the error handler under windows.
Instead of trying to open the file, and handle the error, instead
check whether the file exists first.

This patch adds a getOptionalConfig() function which can be used to load
configuration files which are not required.

When using the 'attribute' option on the core:TargetedID-filter, the
resulting attribute would always contain the same value. This patch
fixes that.
