This patch updates the isValid function to require a valid authority.
All users of isValid in the simpleSAMLphp source pass the authority
parameter. If anyone uses isValid() without a valid authority they
must update their source code.

This change is made to make it more difficult to use simpleSAMLphp in
an insecure way.

This change sort of fixes the use of initSSO.php for
www/authmemcookie.php by making it possible to use authsources with
AuthMemCookie.

This patch adds support for multiple AssertionConsumerService endpoints
on the IdP, so that a SP can request that the response is sent to a
specific ACS URL.

Scoping allows a sp to give a proxy/bridge idp a list of (backend)idps.
The list can be given as parameters to InitSSO or/and in metadata for
the sp-hosted or/and the sp-remote.

This function returns the absolute URL to the base of the simpleSAMLphp
installation, and should be used instead of:

SimpleSAML_Utilities::selfURLhost() . '/' . $config->getBaseURL()

This code would create a loop in the error handler under windows.
Instead of trying to open the file, and handle the error, instead
check whether the file exists first.
