Move SimpleSAML_Utilities:: checkURLAllowed() to SimpleSAML\Utils\HTTP:: checkURLAllowed() and deprecate the former.

Fail more gracefully when the different endpoints are accessed directly. Instead of displaying an "Unable to find the current binding" error message that creates confusion, tell the user it's his fault.

Followup on previous commits. Use redirectUntrustedURL() as a shortcut, and let everything else make use of redirectTrustedURL(). Move the responsibility to check the input out of the library, to the places where URLs are grabbed from input parameters.

Change all users of the nameId arrays to use 'Value' instead of
'value'. 'value' was the old name, but this is changed to 'Value' in
order to be consistent with other attributes.

This also changes the declaration of the setData method, as the $timeout
parameter moves to the end of the list.

If no $timeout parameter is supplied, then the 'session.datastore.timeout'
configuration option will be used. If this option doesn't exist, the
'session.requestcache' option will be used. If neither of these are used, then
four hours will be used as the timeout.

Adding a SIMPLESAML_INCPREFIX parameter before the inclusion of new files. This workaround was neccessary for university of oslo to make simplesamlphp work when ini_Set was not available.
