Do not rewrite provisioning if it exists

The provisioning directory may contain user files. User template files should be generated only if the provisioning directory does not exist. Maybe a --rewrite-provisioning flag should be useful if the user explicitely wants to clean the directory.

The provisioning directory is no longer overwritten by CSC 2.0.0 if it exists. Regeneration can be forced by --rewrite-provisioning.
