The use of count function is wrong and unnecessary. If the array is
empty the foreach loop will not run.

Updated config.php template to include comma after baseURL

This is minor, but if a comma is required when this is enabled the template should reflect that.

Per suggestion from @tvdijen

Metarefresh had an inadvertent dependency on the translation files for
the aggregator module that was removed in v1.15. Remove that dependency
and provide the basis for the rest of the module to be translated.
