Added support for leaving out the samlp:NameIDPolicy in the request by setting the NameIDFormat to null in the SAML 2.0 SP metadata. Requested by James Hartford.

Fixed the template of the metadata overview to use legal and unique ID attributes at the div elements by using base64 encoding of the header of the section concatenated with the entity ID. Also replacing '=' with '_' to be legal IDs.

Improving error message when no configuration file was found. Now also showing what configuration file was missing, because the configuration class is generic and can hold config for in example ldap.php
